This article is devoted to the theme of reduction of corrupt practices in the sphere of public procurement. The author substantiates the topicality of the issue by the Corruption Perceptions Index provided by Transparency International. Basing on the massive analysis of the data gathered during the previous research, statistic data, practice observations and theoretical modelling, the author has come to a conclusion that one of the possible solutions to the problem could pertain to the personality of a corrupted official. Acknowledging, that the requirement of professionalism (which itself is able to reduce the corruption risks in the sphere of the public procurement) shall be applied to the procurement practitioners - a part of the bureaucracy, the author concludes, that besides the competence (knowledge, skills, attitude towards the work), the quality of the work results and experience, the notion of the professionalism of the procurement practitioner shall imply at least such categories as ethics, political independence of the specialist, freedom from the influence, as well as the zero level of the personal opportunism. According to the conclusions made by the author, one of the possible solutions is the obligatory certification of the procurement specialists. Although the certification of the specialists in the countries with relatively high level of corruption may not give the anticipated effect, still the author advocates the idea that due to the certification of the procurement practitioners the issue of the professionalism can become the focus of attention thus causing a significant reduction of the corruption level in the sphere of the public procurement. The results of the research can be used both in the public sphere and in the private sector.
