<title>ABSTRACT</title>
<p>This paper considers the 2012 amendments of metropolitan municipality law in Turkey and compares the new and the old according to the principle of subsidiarity. Municipalities are the most &#8220;autonomous&#8221; types of the local governments in Turkey. Metropolitan municipalities which were first introduced in 1983 are special, large and crowded. They are administered according to the Metropolitan Municipality Law, enacted in 2004, and Municipal Law, enacted in 2005, and other similar laws. According to the Constitution of Turkish Republic, all of the local governments (municipality, provincial local government and village) shall be regulated by law in accordance with the principle of decentralization. Despite the decentralization principle, the most important problem in the administration of municipalities is the centralized administrative system. Moreover, The EU&#8217;s subsidiarity principle provides self-governing of the local governments and Turkey has to respect this principle as a candidate country. The &#8220;new metropolitan municipality law&#8221; seems respecting subsidiarity and decentralization but some of the amendments say something different.
