The objectives of this research were: 1) to study the expectation and perception levels of service quality toward people who lived in Local administration organizations in Northeast Thailand; 2) to study the levels of service quality toward people from the discrepancy between their expectations and perceptions; and 3) to analyze the factors affecting service quality toward people who lived in Local administration organizations. The main focus of this study was people who have ever gone to use the services for a period of one year on target areas of Pho Klang and Suranaree Municipalities, Nakhon Ratchasima. Research instrument included questionnaire which was distributed to 400 samples. The descriptive statistics used to analyze the data was based on the commutative frequency for percentage, mean, standard deviation, and included the inferential statistics with One-way ANOVA and Stepwise Multiple Regression Analysis. Results of the study revealed that the expectations and perceptions of service quality toward people who lived in Local administration organizations were at high and medium levels, respectively. As a result, the people had higher expectations than perceptions of service quality. Besides, the factor affecting people’s perceptions of service quality was reliability (β = 0.820) at a significant level of 0.05.
