Saudi Arabian Tertiary Education has come up with an e-portfolio in order to promote effectiveness in both teaching and learning. This system is available for both learners and educators, and it is aimed at stimulating the educational process. Various variables were considered during the study which include: determining its usefulness, trailability, intention to use, perceived ease of use, and actual use when put into practice. These areas of study where obtained from TAM and DOI concept. A questionnaire aimed at providing useful data for the study was adapted from Zejno, & Islam (2012) [21], and Lee, Hsieh, & Hsu (2011) [20]. The study was aimed at monitoring the progress of tertiary lecturers and learners in adoption of the e-portfolio system. Sample of the subjects of study were obtained from eleven colleges within Saudi Arabia which include; Sciences, Medicine, Education, Computers and Information Systems, Health Sciences, Islamic Law, Community and Continuous Education, Pharmacy, Arts, Administration and Financial Sciences, and Engineering. 220 lecturers across the colleges where investigated during the study period. They were selected through online survey of comprehensive public universities in the region. The findings of this study showed that a combination of technology acceptance model with diffusion of innovation theory would be effective in assessing the adoption and implementation process of e-portfolio system.
