In the recent past, productivity issues have taken a center stage in the policy discourse and management of institutions especially in developing economies such as Ghana. The Public and Private institutions, therefore, have had to justify their continual existence and relevance to their stake holders by demonstrating promise of productivity as a result of competition and global economic challenges in the 21st century. This paper, therefore, examines the productivity indicators among Public and Private Universities in Ghana with comparative analysis of work attitude differentials among the Universities. The main objective of the paper was to compare the productivity levels of these institutions viz-a-viz the work culture of staff. The sampled population was drawn from six Universities made up of three Public and three Private Universities to ensure parity in the analysis. A mixed methodology was used with statistical tools for the quantitative analysis and an interview guide for qualitative data management. The study revealed that the private Universities maintained a fewer faculty and staff with stringent Human Resource policy backed by task oriented culture. The Public Universities, on the other hand had a large working force with people centered work culture. The study concludes that both Public and Private Universities have more room for improvement in terms of productivity management.
